    Cost-benefit analysis of abatement measures for nutrient emission from agriculture

    In intensive animal husbandry areas surface water N and P concentrations often remain too high. The Water Framework Directive calls for additional nutrient emission abatement measures. Therefore, costs and benefits for possible agricultural measures in Flanders were first analysed in terms of soil balance surplus. Finally, abatement measures for agriculture, households and industry were set off against each other and ranked according to their cost-efficiency by the Environmental Costing Model. Increased dairy cattle efficiency, winter cover crops and increased pig feed efficiency turn out very cost efficient.     Using the systems approach framework (SAF), a coupled model suite was developed for simulating land-use decision making in response to nutrient abatement costs and water and nutrient fluxes in the hydrological network of the Scheldt River, and nutrient fluxes in the estuary and adjacent coastal sea. The purpose was to assess the efficiency of different long-term water quality improvement measures in current and future climate and societal settings, targeting nitrogen (N) load reduction. The spatial-dynamic model suite consists of two dynamically linked modules: PCRaster is used for the drainage network and is combined with ExtendSim modules for farming decision making and estuarine N dispersal. Model predictions of annual mean flow and total N concentrations compared well with data available for river and estuary (r² ≥ 0.83). Source apportionment was carried out to societal sectors and administrative regions; both households and agriculture are the major sources of N, with the regions of Flanders and Wallonia contributing most. Load reductions by different measures implemented in the model were comparable (~75% remaining after 30 yr), but costs differed greatly. Increasing domestic sewage connectivity was more effective, at comparatively low cost (47% remaining). The two climate scenarios did not lead to major differences in load compared with the business-as-usual scenario (~88% remaining). Thus, this spatially explicit model of water flow and N fluxes in the Scheldt catchment can be used to compare different long-term policy options for N load reduction to river, estuary, and receiving sea in terms of their effectiveness, cost, and optimal location of implementation

    ECOPLAN-SE is een ruimtelijk expliciete tool (QGIS) voor het beoordelen van de impact van landgebruikveranderingen op de levering van ecosysteemdiensten. De ontwikkeling van deze tool kadert in het het SBO-project “ECOPLAN” (Planning for Ecosystem Services). ECOPLAN ontwikkelt ruimtelijk expliciete informatie en instrumenten voor de beoordeling van ecosysteemdiensten. Het ontwerpt instrumenten voor de evaluatie van functionele ecosystemen als een kostenefficiënte strategie om de landgebruiksefficiëntie en milieukwaliteit te verbeteren. Het ontwikkelt open source eindproducten voor het identificeren, kwantificeren, waarderen, valideren en monitoren van ecosysteemdiensten. Deze producten kunnen door administraties en consultants worden ingezet in projectontwikkeling, kosten-baten analyses, milieueffecten rapportering, etc

    The global flood protection savings provided by coral reefs

    Coral reefs can provide significant coastal protection benefits to people and property. Here we show that the annual expected damages from flooding would double, and costs from frequent storms would triple without reefs. For 100-year storm events, flood damages would increase by 91% to US272billionwithoutreefs.ThecountrieswiththemosttogainfromreefmanagementareIndonesia,Philippines,Malaysia,Mexico,andCuba;annualexpectedfloodsavingsexceedUS 272 billion without reefs. The countries with the most to gain from reef management are Indonesia, Philippines, Malaysia, Mexico, and Cuba; annual expected flood savings exceed 400?M for each of these nations. Sea-level rise will increase flood risk, but substantial impacts could happen from reef loss alone without better near-term management. We provide a global, process-based valuation of an ecosystem service across an entire marine biome at (sub)national levels.
